Douglas became the first ‘coloured attorney’ to be admitted in the Free State, and is now a practicing attorney with more than 15 years experience in various fields of law.
He commenced his career as a Magistrates Court litigator, but soon became involved in property and land law, where he provided specialist services in a multitude of property and related disciplines, moving well beyond the traditional realm of conveyancing, and providing services in land development, rezoning, town and city planning, consolida-tion and subdivisions, etc.
Douglas, however, branched out his specialization and provided labour services to clients as well, acting as a part-time Commissioner at the Commission for Conciliation, Mediation and Arbitration (Free State).
In 2002 he was involved in the move away from Naudé's and he became a founding member of Phatshoane Henney Inc, a new Black Empowered law firm, where he holds the position of Director of the Property Law Department.
Douglas was also integral to the expansion of Phatshoane Henney Inc and the establishment of the Phatshoane Henney Group of Associated Firms – now a national group of firms practising in association with offices in 5 provinces.
He acts as a preferred property law service provider to large organizations such as ESKOM, Transnet, ABSA, Glenrand and others, providing property and road accident fund claims services.
Douglas also lectures as a part-time instructor to candidate attorneys in road accident fund claims at the Free State School for Legal Practice of the Law Society of South Africa, providing training for candidate attorneys in preparation for their Attorneys Admissions Examinations.
He has acted extensively as Legal Advisor to a number of government projects for provincial and national government departments, which include more than 15 Public Private Partnership infrastructure development projects in a number of sectors and provinces.
Douglas formed part of the legal advisory team to 3 concluded PPP deals in the South African market, including the first and second concluded hospital co-location PPP in South Africa.
He specializes in land, site and title due diligences, legal and procurement reviews, empowerment advice and other advisory services.
He was appointed in January 2001 for a 4 year term as member of Bloem Water’s Board where he also acted as Chairman of Bloem Water’s Board of Trustees and Chairman of Bloem Water’s Procurement Committee.He is also a member of the Free State Law Society’s examination panel for Notarial Practice and member of the Master of the High Court’s panel for Liquidators / Trustees, specializing in the management of insolvent estates and judicial management of companies in liquidation, interrogations in terms of the Insolvency Act, Companies Act and Closed Corporations Act, and administration of estates in the agricultural sector.. |
